Thinking about getting your USCG captain’s license? Many people start with the OUPV (6-Pack) because it sounds simpler. But here’s the truth most people miss: If you qualify for an OUPV, you almost always qualify for at least a Master 25 Ton Inland — with very little extra work.

Why settle for carrying only 6 paying passengers when you can unlock unlimited passengers, inspected vessels, and more opportunities from day one?

The Big Misconception

“I don’t qualify for a Master’s license.”

The Reality:

If you meet the sea service for an OUPV, you can usually apply for both an OUPV Near Coastal and a Master 25 Ton Inland at the same time.

(The only common exception is if you’re under 19 years old.)

Sea Service Requirements (They’re More Similar Than You Think)

  • Both licenses require 360 days of documented sea service (from age 16 to present).
  • At least 90 days must be within the last 3–7 years (recency requirement).

Master Near Coastal needs more offshore time (typically 720 total days with 360 near coastal), but for Inland routes, the jump is minimal.

Why Choose Master From the Start?

  • Carry unlimited paying passengers instead of just 6.
  • Work on both uninspected and inspected vessels.
  • Open more doors for charters, tours, ferries, and commercial work.
  • Future-proof your career — upgrading later costs time and money.

The extra cost? Usually around $200 for the Master course.

That’s easily recovered after one single day captaining a vessel with more than 6 passengers on Inland waters.

How Much Extra Work Is It Really?

Almost none for the Inland route!

Both licenses require the same core steps:

  • USCG application
  • Sea service documentation (CG-719S)
  • Physical exam (Medical Certificate)
  • Drug test
  • CPR & First Aid certification
  • TWIC card
  • Pay.gov fees

The main difference is in the exam modules:

  • OUPV Course: Deck General & Safety (50 questions, 70% to pass)
  • Master 100 Ton Course: Deck General (50 questions) + Deck Safety (50 questions), both 70% to pass

Rules of the Road and Chart Plotting make up about 90% of the material in both courses — so you’re already studying most of it.

Pro Tip: Many students take the Master 100 course and end up with both an OUPV Near Coastal and a Master Inland credential.
