Upgrade OUPV to Master Captain’s License Course
This USCG-approved course (USCAPT 530) upgrades a current OUPV (Six-Pack) to a Master license. You can then carry more than six paying passengers. Passenger limits follow your vessel’s COI, on inland or near-coastal waters. The Coast Guard sets the tonnage at 25, 50, or 100 GT from your sea service, not from the course title.

Online Final Examination
Take the Online Final Examination when you are ready. It is USCG approved and done online with a live proctor on Google Meet. Nothing to install. The proctor walks you through the setup.
Prepare
Finish the exam module before you schedule the final.
The module is (EM165) Navigation and Deck General/Safety (Upgrade OUPV). Open every activity and pass every quiz. When that work is done, you earn the module badge. The badge is what unlocks scheduling.
There is no deadline to get ready. Take as long as you need to study. You can also move through the module as fast as you want. The final cannot be scheduled until the badge is earned.
Schedule

Take the exam
The final is one exam: Navigation and Deck General/Safety, 50 questions, 70% to pass.
A live proctor meets you on Google Meet. There is no lockdown browser and nothing to install. You need a computer with a webcam and microphone, and a phone or tablet for the second camera angle. The proctor checks you in and stays with you through the test.
When you pass, your USCG-approved Certificate of Training unlocks and is issued immediately.
Exam rules
- There is one final exam for this course.
- You get three attempts.
- After the first attempt you have 90 days to finish any retests. That clock starts the day of your first attempt.
- Fail all three attempts and the Coast Guard requires you to retake the course. You do not buy the course again. You pay a retest and administration fee.
- This exam replaces testing at a Regional Exam Center. You do not take a separate exam with the Coast Guard.

License qualifications
You must already hold an OUPV (or have met the OUPV exam requirement within one year). This course meets the exam requirement to upgrade that credential to Master. The Coast Guard still has to approve your application. Use their current checklists for the last word:
General requirements
- U.S. citizenship
- Age 19 or older
- Medical certificate: hold a valid medical certificate, or have one approved / submit a medical certificate application with this transaction
- Drug testing compliant
- Mariner user fees paid
Sea service
Route and tonnage come from your service, not from the course title. Time you already used for the OUPV counts.
- Near Coastal Master — 720 days total; 360 of those days seaward of the boundary line or on the Great Lakes; 90 days in the last seven years. Near Coastal Master is up to 200 miles offshore and also covers Great Lakes & Inland and Inland.
- Great Lakes and Inland Master — 360 days total; 90 days on the Great Lakes; 90 days in the last seven years.
- Inland Master — 360 days total; 90 days in the last seven years.
Tonnage
Master 100 GT
- Inland: 90 days on 51 GT or more, or 180 days on 34 GT or more
- Near Coastal: 180 days on 51 GT or more, or 360 days on 34 GT or more
Master 50 GT
- Inland: 90 days on 26 GT or more, or 180 days on 17 GT or more
- Near Coastal: 180 days on 26 GT or more, or 360 days on 17 GT or more
Master 25 GT
- If you do not meet the 50 GT or 100 GT math, you are looking at 25 GT
First Aid and CPR
Required for original issuance. Most upgrades already have these on file. Keep CPR valid.
Exam
This course’s Certificate of Training (USCAPT 530) is accepted in place of the Coast Guard exam for the OUPV-to-Master upgrade.
USCG license application
Pass this course and you have the exam piece for Master. Apply to the Coast Guard with the certificate to raise your OUPV to Master.
Apply in Navita. Start at the National Maritime Center. Use Launch NAVITA. Sign in with Login.gov. Complete your profile, then start an MMC application in the portal. Do not email a packet to a Regional Exam Center.
You can start the application before you finish the course. Evaluation still runs about four to six weeks. If NMC approves you pending training, you have one year to use the Certificate of Training. That certificate is only valid for one year.
After you pass, upload the Certificate of Training (USCAPT 530) in Navita on that same application.

What you will provide in Navita
The portal walks you through the same information as the old forms:
- MMC application (CG-719B), completed in the portal
- Sea service (CG-719S or equivalent)
- Medical certificate application (CG-719K) if you need a new or updated medical
- Drug test (CG-719P or consortium letter)
- Conviction disclosure (CG-719C) if it applies
- Certificate of Training from this course, when you have it
- Proof of TWIC if NMC asks (most OUPV holders already have one)
- Fees, paid in the portal through Pay.gov
Usual extra costs (estimates)
- Physical and drug test: about $160 if you need a new 719K and drug screen. Any physician can complete the physical. Many students use US Drug Test Centers (866-566-0261).
- Pay.gov evaluation and issuance: about $145 for many raise-of-grade transactions. The portal calculates the fee.
- TWIC: about $125, only if you do not already hold one.
- CPR and First Aid: only if NMC treats this as original issuance and your cards are missing or expired.
