License qualifications
You must hold an OUPV or Master license, or apply for this endorsement with that original license. This course meets the exam requirement. The Coast Guard still has to approve your application. Use their current checklist for the last word:
- Assistance Towing endorsement
General requirements
- U.S. citizenship
- Age 18 or older for OUPV, 19 or older for Master
- Medical certificate: hold a valid medical certificate, or submit a medical certificate application with this transaction
- Drug testing compliant
- Mariner user fees paid
Sea service
None beyond the OUPV or Master you already hold, or the sea service for the original license you are applying for at the same time. This course does not change route or tonnage.
Exam
This course’s Certificate of Training (USCAPT 42) is accepted in place of the Coast Guard exam for the Assistance Towing endorsement.
USCG license application
Pass this course and you have the exam piece to add Assistance Towing to an OUPV or Master license. That endorsement lets you tow a disabled vessel for hire, inside the route and tonnage already on your license. It does not raise tonnage, change your route, or let you operate a towing vessel.
Apply in Navita. Start at the National Maritime Center. Use Launch NAVITA. Sign in with Login.gov. Complete your profile, then start an MMC application in the portal. Do not email a packet to a Regional Exam Center.
You can start the application before you finish the course. Evaluation still runs about four to six weeks. If NMC approves you pending training, you have one year to use the Certificate of Training. That certificate is only valid for one year.
After you pass, upload the Certificate of Training (USCAPT 42) in Navita on that same application.
NMC has a Navita user guide, live chat, and phone support at 1-888-427-5662. If you want help with the application, Diamond Marine Services is at 877-335-6341.
What you will provide in Navita
Adding this to a license you already hold:
- MMC application (CG-719B), completed in the portal. Request Assistance Towing.
- Drug test (CG-719P or consortium letter)
- Certificate of Training from this course, when you have it
- Fees, paid in the portal through Pay.gov
- Conviction disclosure (CG-719C) only if it applies
- Proof of TWIC only if NMC asks and you do not already hold one
If you are applying for OUPV or Master at the same time, that original application carries the sea service, medical, and First Aid and CPR. This endorsement rides on that packet. It does not add its own sea service.
Usual extra costs (estimates)
- Drug screen: about $60 to $80 if you are not in a consortium. Many students use US Drug Test Centers (866-566-0261).
- Pay.gov: an endorsement on an existing license is often less than a new license. The portal calculates the fee.
- Physical, TWIC, CPR, and First Aid: only if this endorsement is part of an original license, or NMC asks for them.
Watch status and messages inside Navita. If NMC needs more information, they will ask there.
