Take the exams
Increase in scope is two exams, taken as one battery:
- (EM170) Deck General/Safety (OUPV Increase) — 50 questions, 70% to pass
- (EM171) Navigation General: Near Coastal (OUPV Increase) — 50 questions, 70% to pass
A live proctor meets you on Google Meet. No lockdown browser. You need a computer with a webcam and microphone, and a phone or tablet for the second camera angle. The proctor checks you in and stays with you.
When you pass the battery, your USCG-approved Certificate of Training unlocks and is issued immediately.
Exam rules
- Both exams must be completed on consecutive days in the same business week.
- Complete at least two exams per day. That is one day for the first battery.
- You get three attempts at each exam.
- After the first exam of the battery, you have 90 days to finish any retests. That clock starts the day of your first exam.
- Fail any exam three times and the Coast Guard requires you to retake the course. You do not buy the course again. You pay a retest and administration fee.
- These exams replace testing at a Regional Exam Center. You do not take a separate exam with the Coast Guard.

License qualifications
You must already hold an OUPV. This course meets the exam requirement to raise that route from Inland to Near Coastal. The Coast Guard still has to approve the application. Use the current NMC OUPV checklist as the last word.
General requirements
- U.S. citizenship
- Age 18 or older
- Medical certificate: hold a valid one, or submit an application with this transaction
- Drug testing compliant (within 6 months)
- Mariner user fees paid
Sea service
Time you already used for the OUPV counts. You do not start over.
For Near Coastal, 90 of those days must be on ocean, near-coastal, or Great Lakes waters. You also need 90 days in the last seven years.
First Aid and CPR
Required for original issuance. Most increases in scope already have these on file. Keep CPR valid.
Exam
This course’s Certificate of Training (USCAPT 619) is accepted in place of the Coast Guard exam for the Inland to Near Coastal increase.

USCG license application
Pass this course and you have the exam piece for Near Coastal. Apply to the Coast Guard with the certificate to raise your OUPV from Inland to Near Coastal.
Apply in Navita. Start at the National Maritime Center. Use Launch NAVITA. Sign in with Login.gov. Complete your profile, then start an MMC application in the portal. Do not email a packet to a Regional Exam Center.
You can start the application before you finish the course. Evaluation still runs about four to six weeks. If NMC approves you pending training, you have one year to use the Certificate of Training. That certificate is only valid for one year.
After you pass, upload the Certificate of Training (USCAPT 619) in Navita on that same application.
NMC has a Navita user guide, live chat, and phone support at 1-888-427-5662. If you want help with the application, Diamond Marine Services is at 877-335-6341.
What you will provide in Navita
- MMC application (CG-719B), completed in the portal. Request an increase in scope from Inland to Near Coastal.
- Sea service (CG-719S or equivalent) showing 90 days on ocean, near-coastal, or Great Lakes waters
- Medical certificate, or a medical certificate application (CG-719K) if yours is expired
- Drug test within 6 months (CG-719P or consortium letter)
- Conviction disclosure (CG-719C) if it applies
- Certificate of Training from this course, when you have it
- Fees, paid in the portal through Pay.gov
Usual extra costs (estimates)
- Drug test, and a physical if your medical is expired: about $160 if you need both. Any physician can complete the 719K exam. Many students use US Drug Test Centers (866-566-0261) for the drug screen.
- Pay.gov evaluation and issuance: an increase in scope costs less than an original. The portal calculates the fee.
- TWIC, First Aid, and CPR are already on file for most OUPV holders. Submit them only if NMC asks.
Watch status and messages inside Navita. If NMC needs more information, they will ask there.
