Element 3 is the technical exam for the FCC General Radiotelephone Operator License (GROL). The GROL is the license required to install, service, and maintain most transmitters in the maritime, aviation, and international fixed services. It rests on two exams. Element 3 is the one that covers electronics, circuits, and radio theory.
