This USCG-approved course (USCAPT 891) raises a Master not more than 100 tons to Master or Mate 200. The Coast Guard sets Master or Mate, and the route, from your sea service, not from the course title. Near Coastal is up to 200 miles offshore.

Online Final Examination
Take the Online Final Examination when you are ready. It is USCG approved and done online with a live proctor on Google Meet. Nothing to install. The proctor walks you through the setup.
Prepare
Finish the exam module before you schedule the final.
The module is Navigation and Deck General/Safety. Open every activity and pass every quiz. When that work is done, you earn the Certificate of Achievement. That certificate is what unlocks scheduling.
There is no deadline to get ready. Take as long as you need to study. You can also move through the module as fast as you want. The final cannot be scheduled until the Certificate of Achievement is earned.
Take the exam
The final is one exam: Navigation and Deck General/Safety, 50 questions, 70% to pass.
A live proctor meets you on Google Meet. There is no lockdown browser and nothing to install. You need a computer with a webcam and microphone, and a phone or tablet for the second camera angle. The proctor checks you in and stays with you through the test.
When you pass, your USCG-approved Certificate of Training unlocks and is issued immediately.
Exam rules
- There is one final exam for this course.
- You get three attempts.
- After the first attempt you have 90 days to finish any retests. That clock starts the day of your first attempt.
- Fail all three attempts and the Coast Guard requires you to retake the course. You do not buy the course again. You pay a retest and administration fee.
- This exam replaces testing at a Regional Exam Center. You do not take a separate exam with the Coast Guard.

License qualifications
You must already hold a Master not more than 100 tons. This course meets the exam requirement to raise that credential to Master or Mate 200. The Coast Guard still has to approve your application. Use their current checklists for the last word:
- Near Coastal Master 200
- Near Coastal Mate 200
- Inland / Great Lakes & Inland Master 200
- Inland / Great Lakes & Inland Mate 200
General requirements
- U.S. citizenship
- Age 19 or older for Master, 18 or older for Mate
- Medical certificate: hold a valid medical certificate, or submit a medical certificate application with this transaction
- Drug testing compliant
- Mariner user fees paid
Sea service
Route comes from your service, not from the course title. Master and Mate use different day counts. Near Coastal is up to 200 miles offshore and also covers Great Lakes & Inland and Inland.
- Near Coastal Master 200 — 720 days on ocean, near coastal, or Great Lakes waters. Up to 360 of those days may be inland. 360 of the 720 must be as master, mate, or equivalent while holding Master, Mate, or OUPV. 90 days in the last seven years.
- Near Coastal Mate 200 — 360 days of deck service on ocean, near coastal, or Great Lakes waters. Up to 180 of those days may be inland. 90 days in the last seven years. An OUPV Near Coastal can also sit this exam, and still has to submit service for the tonnage calculation.
- Great Lakes Master 200 — 360 days, of which 180 are as master, mate, or equivalent while holding Master, Mate, towing, or OUPV, and 90 days are on the Great Lakes. 90 days in the last seven years.
- Inland Master 200 — 360 days, of which 180 are as master, mate, or equivalent while holding Master, Mate, towing, or OUPV. 90 days in the last seven years.
- Great Lakes Mate 200 — 180 days in the deck department, of which 90 are on the Great Lakes. 90 days in the last seven years.
- Inland Mate 200 — 180 days in the deck department. 90 days in the last seven years. An OUPV Inland can sit this exam. Great Lakes still needs the 90 days on the Lakes.
Tonnage
- Master 200 — 90 days on vessels of 101 GT or more, or 180 days on vessels of 67 GT or more
- Mate 200 — 45 days on vessels over 101 GT, or 90 days on vessels of 67 GT or more
- If the tonnage math does not reach 200, the Coast Guard issues the tonnage your service supports
First Aid and CPR
Required for original issuance. Most raises of grade already have these on file. Keep CPR valid.
Exam
This course’s Certificate of Training (USCAPT 891) is accepted in place of the Coast Guard exam for the Master 100 to Master or Mate 200 upgrade.
USCG license application
Pass this course and you have the exam piece for Master or Mate 200. Apply to the Coast Guard with the certificate to raise your Master 100 to Master or Mate 200.
Apply in Navita. Start at the National Maritime Center. Use Launch NAVITA. Sign in with Login.gov. Complete your profile, then start an MMC application in the portal. Do not email a packet to a Regional Exam Center.
You can start the application before you finish the course. Evaluation still runs about four to six weeks. If NMC approves you pending training, you have one year to use the Certificate of Training. That certificate is only valid for one year.
After you pass, upload the Certificate of Training (USCAPT 891) in Navita on that same application.

What you will provide in Navita
The portal walks you through the same information as the old forms:
- MMC application (CG-719B), completed in the portal
- Sea service (CG-719S or equivalent)
- Medical certificate application (CG-719K) if you need a new or updated medical
- Drug test (CG-719P or consortium letter)
- Conviction disclosure (CG-719C) if it applies
- Certificate of Training from this course, when you have it
- Proof of TWIC if NMC asks (most Master 100 holders already have one)
- Fees, paid in the portal through Pay.gov
Usual extra costs (estimates)
- Physical and drug test: about $160 if you need a new 719K and drug screen. Any physician can complete the physical. Many students use US Drug Test Centers (866-566-0261).
- Pay.gov evaluation and issuance: about $145 for many raise-of-grade transactions. The portal calculates the fee.
- TWIC: about $125, only if you do not already hold one.
- CPR and First Aid: only if NMC treats this as original issuance and your cards are missing or expired.
